きのうはウクライナ戦争でロシア側による原発への攻撃というショッキングなニュース。
現代戦争では危機は一気に世界に及ぶのだということが明白にさらけ出された。
もし世界でも最大級といわれるウクライナの原発が破壊されれば
その被害は全ヨーロッパに及ぶ。チェルノブイリ事故の10倍の影響とアナウンス。
この原発攻撃について世界中からの非難が集中したのは当然。
対応に即応感が感じられない岸田政権も比較的早くに官房長官が非難を発表した。
一方事態が発生し世界に報道された3/4午前２時時点から、ロシア側の発表がなく
ロイター電3/4-19:40配信としてようやく、ロシア国防省の発表がなされた。
この間のタイムロス、17時間。
発表ではザポロジエ原発攻撃は2/28段階でロシア側が侵略して管理していたが
ウクライナ側の工作員によって攻撃があって応戦した、という発表。
原発の管理がどうであったか、ウクライナ側の発表を確認しなければこのままと
信じるには根拠不足だけれど、一応の言い訳がなされた。
泥棒が自分が盗んだモノを「正常に管理していた」というのに近い発表だけれど
原発への攻撃という情報について、ロシア側の反応に
「これは危険な行為だ」という認識自体はあると取れる内容かも知れない。
自分たちは安全を保守しているけれど工作員が・・・という内容かと。
狂人に近い大統領を戴く国家の行動への危機意識が世界で高まっているなかで
最悪のカタストロフへのかすかな理性判断はあるかもと希望したい。
しかし問題はタイムロスの17時間余り。
戦争の指揮命令系統、あきらかな兵站の破綻ぶりなどをみると
現代戦争にとって不可欠とみなせる「世論情報戦」への感覚が乏しい。
ロシアには周到な用意や作戦計画があるようには見られない。
今回のウクライナ戦争は現代の戦争がどういった「戦い」になるのかを
きわめて明示的に開示してくれていると思う。
戦争は始めるときに「どう終わらせるか」をしっかり見通しておく必要がある、
とよく言われるけれど、この点でロシアの破綻は明らかだと思う。
国連常任理事国という資格だけは剥奪してほしい。
第２次世界大戦の結果での世界体制などすでに危険だと思える。

きのうも経営者の友人と話していたけれど、
こういった情勢下での日々の事業活動の判断基準についてだった。
感染症の進行状況という底流の上での政治軍事の世界的混乱。
結局は日々「できることをやる」という原点回帰型でしょうね。
