【マイナカード本体10年更新で、パスワードは5年毎更新?】


 一昨日くらいから右腰側に違和感があって、座骨周辺の筋肉痛と思える症状が出来していた。そこでいろいろ考えた結果、湯船でしっかりカラダが暖まったあと、以前通った腰痛回りの形成外科で症状を確認してもらって、医師のアドバイスを受けたいと考えた。
 すぐにマッサージで目先の安寧を図っても、万が一、根本原因がほかにあれば気休めにすぎない。で、以前の建物を建て替えた札幌円山整形外科病院に受診。年末時期と言うこともあるのか、大混雑で結局、午後1時前に入ってから、医師に受診できたのは午後4時。エックス線撮影の結果での3−4年前の検査結果との対比を確認していただき、状態は特段の悪化はないという診察結果。ということで、筋肉痛という見立てで施薬していただいてきました。
 その病院の窓口でのこと。いつものようにマイナカードを認識端末に通したところ、上の写真のようなアラートが表示された。マイナカードを使っていてはじめて表示されるもの。で、病院受付では「健康保険証を提出ください」という指示で、たまたま持っていた旧保険証を提示して、クリアすることができました。しかし、わたしのマイナカードの「有効期限」を確認したら2030年まで有効と印字されている。昨日のブログに引き続いて、否応なくナゾの事態に突入することになった。
 ということで、病院を退去した後、今度は札幌市西区役所に向かった。マイナカードは通常の通院時、絶対不可欠なので早めにクリアしたかったのです。で、区役所では以下の用紙に記入して窓口からの呼び出しを待ち続けた。ここでも30分以上の待ち時間。昨日はひたすら忍耐人生時間。

 ようやく窓口対応を受けられたのですが、そこで明らかになったのは「マイナカード本体は10年更新なのだけれど、カードの設定暗証番号(パスワード)は5年毎更新が必要なのだ」という事実。オイオイ、であります。ちょっと理解不能の不整合な規則。多くの国民にこういう事実は十分告知されているだろうとは思われない。事実わたしはまったくの初耳。「国のやっていることなので・・・」という窓口担当者の「自分は無関係です」という無責アピールの表情。
 無資格である外国人らによる不正利用という制度欠陥が大きな問題になっている旧健康保険証に対して、マイナカードは防衛的に国民的制度資産を守るということでわたしは大賛成なのですが、パスワード更新をカード本体とは別日程で制度化することは理解不能。未来永劫、国民全員にそういう手間ひまを強制するのだろうか。はなはだ疑問。
 しかも、3ヶ月前にこういうアラートは出るけれど、カードの利用上は問題がなく「使えない」ということではない、という事実も確認された。先ほどの病院窓口での対応については「わたしどもではわかりかねます」という返答。これは制度の周知が、病院窓口という現場でも十分にはされていないことを証している。
 日本の官僚制度統治機構、国家運営、大丈夫なのでしょうか?

 Since about the day before yesterday, I had been experiencing discomfort on my right hip side and had developed symptoms that seemed to be muscular pain around my sit bones. After thinking about it, I decided that after warming myself up in the bathtub, I would go to the plastic surgery clinic that I used to go to for back pain and have them check my symptoms and give me medical advice.
 Even if I got a massage for immediate relief, it would only be a comforting thought in case the root cause of the problem was somewhere else. So, I visited the Sapporo Maruyama Orthopedic Hospital, which had rebuilt its former building. Perhaps because it was the end of the year, there was a huge crowd, and I was not able to see a doctor until 4:00 p.m. after entering the hospital before 1:00 p.m. He checked the results of the X-ray scan against the results of 3-4 years ago, and found that there was no particular deterioration in my condition. So, I went to the hospital and was given medication for what I thought was muscular pain.
 At the hospital counter. As usual, I passed my miner card through the recognition terminal and received an alert as shown in the photo above. It is displayed only when you use your miner card. So, at the hospital reception desk, I was instructed to submit my health insurance card, and I was able to clear it by presenting my old insurance card, which I happened to have with me. However, I checked the “expiration date” on my miner card and it is printed as valid until 2030. Following yesterday’s blog, I was forced to enter a riddle without denial.
 So, after leaving the hospital, I went to the Sapporo Nishi Ward Office this time. I wanted to clear my miner card as soon as possible, since it is absolutely indispensable during normal hospital visits. So, at the ward office, I filled out the following form and kept waiting for the window to call me. Again, the wait was more than 30 minutes. Yesterday was just a patient life time.

 Finally, I was able to get a response at the counter, but what became clear was the fact that the PIN (password) for the card needs to be renewed every five years, even though the card itself is renewed for 10 years. Oui, oui, oui. A bit incomprehensible and inconsistent rules. I don’t think that many people are fully informed of this fact. In fact, I had never heard of it. The person in charge at the counter said, “It’s the government’s business…,” and his expression showed that he had nothing to do with the matter.
 I am all in favor of the MyNa card as a defensive measure to protect national assets against the old health insurance card, which has become a major problem due to its flawed system of fraudulent use by unqualified foreigners, but I cannot understand why the password renewal should be institutionalized on a separate date from the main card itself. Will they force all citizens to go through that kind of hassle and time forever? I highly doubt it.
 Furthermore, we have confirmed that although this kind of alert is issued three months in advance, it does not mean that there is no problem in using the card and that it cannot be used. As for the response at the hospital counter, the response was, “We don’t know. This proves that the system is not sufficiently well known even at the hospital counter.
