さて北海道民としては近年異常なペースで増え続けている「ヒグマ」出没情報について、懸念を深めております。9/7にも北海道内の基幹の高速道路で札幌方面から、道内第２の都市・旭川に向かう「道央道」のほぼ中間地点である美唄ICの１kmの地点で乗用車とヒグマが衝突。車には40～60代の男性計4人が乗っていたが、けがはなかった。クマは路上で死んでいたとのニュース。この道央道はふだんからよく利用する高速なのでいかにも切迫感が募ってくる。
図は札幌市が発表しているわが家（札幌市西区山の手）付近でのヒグマ出没情報マップ。わが家近隣でも1km程度で出没情報があるワケですね。札幌市ではとくに「南区」での出没情報が多く、ほぼ毎日のようにLINEの札幌市広報から情報発信されている。先日の道南福島町や、知床などで痛ましいヒグマによる「殺人情報」もあったように、そういう危険性は、どんどん加速化してきている。
わたしの生きてきた時間の中で、ここまでヒグマの危険性が高まってきたのは記憶にない。
そういう状況の中で、当然ながら人間社会の安全確保のためにハンターのみなさんによる駆除は必要不可欠。なんですが、先日の福島町での駆除についても「ヒグマ駆除反対」というひとたちからの行政機関への「駆除反対、自然を守れ」みたいな主張の迷惑電話の多さの報道もある。人命よりもヒグマの暴力を容認するひとびとの存在。
行政機関の活動に対しての具体的に迷惑行為だと思える。下はこうしたヒグマ駆除に関してのYahooコメント欄の反応「世論」の状況の一端。
コメント自体は圧倒的に駆除にあたって活動している行政などの活動を支持する意見だけれど、それへの反対意見（うーん）反応もかならず一定割合が存在している。迷惑電話を掛けてくるひとはほぼ「道外」在住のようですが、ヒグマへの擁護のご意見のようですね。
もちろんどのような意見を持たれようがそのことは自由ではあると思います。しかし、地域に暮らしている人間には「生きる権利」がある。それが危険にさらされれば、人間社会として防衛に当たるのは当然。
わたし的には、こういう意見の「割合」に興味を持った次第。だいたい多くて1-2%程度は存在するかと。
話しても分かりあえない社会存在もある。これも現実だという人間社会への理解も必要かと。

【Brown Bear Sightings and Collisions on the Hokkaido Expressway】

As a resident of Hokkaido, I am deeply concerned about the increasingly frequent reports of brown bear sightings, which have been rising at an alarming rate in recent years. On September 7th, a collision occurred between a passenger car and a brown bear just 1 km from the Bibai Interchange on the Hokkaido Expressway. This interchange is located roughly halfway along the route from Sapporo toward Asahikawa, Hokkaido’s second-largest city. Four men in their 40s to 60s were in the car, but none were injured. News reports stated the bear was dead on the road. This is a highway I frequently use, so it really heightens the sense of urgency.
The image shows a brown bear sighting map for the area near my home (Yamanote, Nishi Ward, Sapporo City) published by Sapporo City. This means there have been sightings within about 1 km of my neighborhood. Sapporo City sees particularly frequent sightings in the “Minami Ward,” with updates almost daily via the city’s official LINE account. As seen in recent tragic bear-related fatalities in Fukushima Town, southern Hokkaido, and Shiretoko, this danger is accelerating rapidly.
In my lifetime, I cannot recall brown bear risks escalating to this level.
In this situation, culling by hunters is, of course, absolutely essential to ensure the safety of human society. However, there have also been reports about the recent culling in Fukushima Town, mentioning the large number of nuisance calls to administrative agencies from people opposing bear culling, making claims like “Stop the culling! Protect nature!” The existence of people who prioritize protecting bears over human lives.
This seems like a concrete act of harassment against the activities of administrative agencies. Below is a glimpse of the “public opinion” reflected in Yahoo comment sections regarding such brown bear culling.
The comments overwhelmingly support the activities of administrative bodies engaged in eradication efforts, but a certain percentage of opposing reactions (hmm) inevitably exist. While those making nuisance calls seem to reside almost entirely “outside the prefecture,” their opinions appear to be in defense of brown bears.
Of course, I believe people are free to hold whatever opinions they wish. However, those living in the region have a “right to live.” When that right is threatened, it’s only natural for human society to defend itself.
Personally, I found myself interested in the “proportion” of these opinions. I’d estimate they make up about 1-2% at most.
There are social entities we simply cannot understand through dialogue. Understanding this reality of human society is also necessary.
