\n\u3000Housing is the basis of human life, and it is an essential area of concern for the people of Hokkaido, especially in order to continue to live there due to the cold and snowy climate. The \u201cHokkaido Kaitakushi\u201d (Hokkaido Development Office) was established in the early Meiji period (1868-1912) to promote the mass migration of Japanese people to the island of Hokkaido as an absolute requirement for national security. Although the ministry was later abolished as a central government ministry, its mission-filled DNA has been passed down through the generations to the Hokkaido Construction Bureau as a regional municipality.
\n\u3000For most \u201cregional governments,\u201d housing policy is a matter under the jurisdiction of the central government (Ministry of Land, Infrastructure, Transport and Tourism), and their role is to administer the operation in accordance with the policy. Hokkaido, however, has been implementing its own housing policies due to its uniquely cold climate.
