\u3000Hokkaido is a major arterial region with the \u2018Hokkaido Expressway\u2019 highway running from Sapporo to Asahikawa. In other words, it forms the backbone of Hokkaido’s population distribution. In reality, however, nearly 2 million people are concentrated in Sapporo, compared to 5.1 million in the whole of Hokkaido, and the rest of the country is experiencing a rapid decline in population. In Sapporo, the overcrowded concentration of people makes the living environment more similar to that of the Kanto and Kansai regions of Honshu, and the spacing between dwellings is wider than in those areas, so the urban environment seems to have a high level of comfort. However, the reality is that beyond the suburbs there is a vast area where the viability of the area is being discussed.
\n\u3000A friend of mine who runs a company based in the Okhotsk region has managed to keep his company running by shifting the economic base to Sapporo over the years, but the trend is to gradually \u2018tidy up\u2019 the survival of companies in each region. There is a strong sense of uncertainty about the future of the local economy.
\n\u3000The \u2018beauty of the winter landscape\u2019 in the picture is truly wonderful, but when you think about it, the flat land in the foreground is a vast agricultural area and can be regarded as a winter shelter. There are houses along the main road that look like local \u2018farmhouses\u2019, but one in several of them is empty, with the passageway blocked by snow. It is assumed that they had no choice but to leave farming.
\n\u3000While I was healed by the beauty of the region on an easy drive, I was also sharply reminded of the difficulties of continuing to live in this area. Against the reality of Japanese society’s declining population, one wonders what kind of survival options are available to local communities that have devoted their energies to pioneering development since the Meiji era.
